Emma G. Cowan is the GirlGov Program Coordinator at the Women and Girls Foundation, where she supports high school students through programming and community engagement. She enjoys helping students connect with their communities and build relationships with fellow policy advocates across the Pittsburgh area.

Cowan will graduate from Duquesne University in December with a double major in English literature and women’s and gender studies. She is also earning minors in pre-law studies, creative writing, and anti-artificial intelligence ethics. She has received numerous awards for her poetry and creative nonfiction writing, focusing primarily on gender, religion, and daily life.

In addition to her work at WGF, Cowan serves on Gov. Josh Shapiro’s Next Generation Commission and works with PA Youth Vote. She advocates for equal opportunity in education and government, with a focus on the intersections of policy, education, and human empathy.
